The Decree states that the lowest price is no longer the primary criteria in public procurement, but considation will also be given to quality and social responsibility criteria (such as policies on gender balance, diversity, labour conditions and the environment). Suppliers should not have negative impacts on labour conditions. It encourages transparency and non-financial information will be increasingly relevant for the City of Madrid when assessing suppliers. The decree is aligned with the EU Directive 2014/24/UE on Public Procurement in order to achieve the 2020 European strategy, in which public procurement plays a key role.
