The Action Plan identifies gaps within the national CSR strategy and means to fill in these gaps. These include a lack of strategy, need for capacity building and need to include CSR in international issues.

It Includes an environmental pillar. The Action plan calls for the adoption of measures making it mandatory for companies in the public sector to report, as well as the implementation of a report or explain requirement for listed companies (adopted - see below). The action plan also calls for the establishment of a National Action Plan on Business and Human Rights and a specific program on gender. As of now it suggest the development of reporting requirements for companies on a comply or explain basis and mandatory reporting for SOEs. It seems to still be developing.
