The Plan is based on the following three structural pacts: 1. Legality: The Plan lays the groundwork for the protection of individual freedoms and public goods, the rule of law and the guarantee of human rights, and for an accurate fight against corruption. 2. Entrepreneurship: the Plan proposes to expand the opportunities of Colombians through the stimulus to entrepreneurship, the formalization of work and economic activities, and the strengthening of business in cities and in the countryside. 3. Equity: the Plan seeks equal opportunities for all through a modern social policy aimed at achieving social inclusion, focusing on families as the main vehicles for the construction of bonds of solidarity and social fabric.
