The CSR Platform and CNCDH working group was consulted in order to give recommendations on the French national plan. The revision of the action plan is a result of a multistakeholder process that seeks to place more responsibility on multinational enterprises.

The major point of divergence concerns the question of the voluntary or binding nature of the rules governing the activities of multinational enterprises. The Plan, moreover, distinguishes, where possible and relevant, between these two modalities, as well as between judicial review mechanisms (by a national or international judge) and extra-jurisdictional ones.
