The NAP is organized around the three Pillars of the UNGPs. The substantive content is divided into eleven main lines of action, and contain multiple action points. Overarching the specific content, it seeks to prioritize four key sectors: energy, mining, agro-industry, and road infrastructure. the consultation process failed to include in meaningful ways at-risk and disempowered stakeholders, including indigenous communities, Afro-descendent communities, peasants, Colombians living outside of the country as a result of the internal conflict, and other affected communities.

The first version of the Plan was signed in 2015 by President Santos and prioritized 3 economic sectors: infrastructure, agriculture and extractive industries. The Plan is being updated and its second version is planned to be launched on June 2019
