The PRTR provides for information on releases and transfers of pollutants that are generated during the production process of industrial establishments, or activities performed by service establishments.

The principles that guide the implementation of a PRTR in Mexico and that seek to provide basic information on emissions and pollutants are: 1.Transparency and objectivity of information 2. Public access to environmental information 3. Provide information to support the identification and assessment of potential human and environmental hazards, indicating sources and amounts of potentially hazardous emissions and transfers to all media. 4. Support to the private sector in its programs of integral responsibility, competitiveness and improvement of its environmental performance. 5. Support to the government for the definition, application and monitoring of programs, goals, objectives and strategies.
