The guidelines are meant to fill the gap left by the lack of legislative social disclosure requirements for non-profit- organizations ("Third Sector"), the authority therefore wants to provide essential information to ensure maximum transparency and completeness and suggest a framework in order for the disclosed information to be uniform and comparable.
